We have wide experience of managing projects and programmes, and of completing reviews and evaluations. To give a few examples:
An evaluation by Peter Cheer and Bridget Warr of the East Riding of Yorkshire Council's Social Care Innovation Programme. This was a joint programme between the Council and the University of Hull in which care services were supported to purchase and implement a wide range of digital innovations. Our report, which met some rather complex requirements arising from the programme's EU funding, can be read here.
Peter acted as the oriignal Programme Manager for what became the Better Security, Better Care Programme, planning and setting up this highly collaborative, sector led national programme support adulting adult social care providers with data and cyber security.
We have reviewed arrangements and policies related to business continuity for a number of organisations, providing a systematic approach to identifying business continuity risks and support with business continuity policies, procedures and exercises.
Previously, between 2017 and 2019, Peter acted as Programme Manager for the Care Provider Alliance’s Improving Care Sector Engagement programme, while Bridget was chair of the Programme Board. The programme included a series of national projects funded by DHSC which led to (i) guidance encouraging engagement with the adult social care provider sector by STPs and ICSs; (ii) guidance for care providers on contingency planning; and (iii) a report on new ways of working in adult social care services.
We have undertaken a number of detailed safeguarding reviews for care providers and for a medium sized housing association. The process varies depending on the organisation but has included reviewing policies, training, file records and reporting; alongside semi-structured conversations with people supported by the organisation, relatives where appropriate, staff, managers and external partners. The result for each organisation has been a detailed report covering safeguarding processes, governance and culture, and a set of detailed, practical recommendations.
We can also provide ongoing independent external scrutiny. Peter is Independent Chair of the Safeguarding Board at Midland Heart Housing Association, a large housing association serving the East and West Midlands. Until he stepped down in March 2024 after seven years in the role, he was also Independent Chair of the Safeguarding Adults Sub-committee at the charity Friends of the Elderly

We have helped various organisations resolve difficult situations arising from particularly complex or sensitive complaints, grievances, whistleblowing concerns and other issues. This has included situations that had become particularly contentious or protracted internally, and situations involving senior individuals such as the chief executive, directors and non-executives. We have established processes enabling us to complete such investigations in a thorough but proportionate way.
During 2023, Peter worked with Care and Support West to develop a proposal as to how adult social care providers could best be engaged with the local Integrated Care System (ICS). The process involved seeking views from care providers in the area, as well as from the three local authorities and other relevant stakeholders. The result was a proposal that had widespread support from those who had been engaged.
Previously, Peter and Bridget Warr had completed a similar piece of work engaging with care providers and other stakeholders in the area of the Dorset ICS.
We have an established methodology to seek feedback from a care provider's commissioners, health colleagues and other stakeholders. In our experience, the most effective way of doing this is to arrange a series of 1:1 conversations, allowing more in depth discussion and insight than would be possible via a general survey process. A short piece of work, with a group of perhaps only 8 to 10 external stakeholders, can lead to a surprisingly useful report and recommendations.
